Victor Regnault was the son of André Privat Regnault, a captain in the corps of military geographer engineers who died during the Russian Campaign of the Grande Armée in 1812. Victor graduated from the École des Mines in 1832. In 1835 he discovered the formation of polyvinyl chloride. In 1872 is was rediscovered by Eugen Baumann (1846-1896). Regnault developed the hypsometer in 1845.

In 1840 he was elected into the Académie des sciences and in 1841 he obtained the chair of general and experimental physics at the Collège de France. In 1852 he became a member of the Royal Society and in 1869 he received the Copley Medal. He became a Commander of the Légion d'honneur in 1863. He died in 1878 in Paris. His son, the painter Henri Regnault (b.1843), died before him in 1871.
