Flora Ratisbonne was the daughter of the Jewish banker Adolphe Ratisbonne (1801-1861) and Charlotte Oppenheim. Her mother was the daughter of another banker, Salomon Oppenheim (1772-1828). From an early age she was meant to marry her uncle alphonse Ratisbonne, but he became a Catholic and joined the Jesuits in 1842. In 1846 she married the stockbroker Alexandre Singer, the son of the industrialist David Singer. In 1848 they had a son, Louis. Flora was a well known salonière. At her home on the first floor of the Hôtel de Chimay she received writers, artists and politicians for decades. Her visitors included Alfred de Vigny, Ernest Renan, Émile Deschanel and Adolphe Franck. Her husband died in 1879. She wrote fiction and in 1904 she sent one of her works to Ferdinand Brunetière. She spent her last years at her Château du Chemin in Neufmoutiers-en-Brie, Seine-et-Marne. She died in Paris in 1915.
