Leo Gotzmann studied law in Vienna. He was a soldier during the First World War and from 1920 onwards he was employed by the police in Vienna. In 1934 he was arrested after the assault on Dolphuss and in 1935 he was sented to imprisonment for life.

After the Anschluss of 1938 he was released and in 1941 the nazis appointed him police president of Vienna. He also became a member of the Reichstag and he held a high rank in the SS. In 1945 he was arrested and imprisoned in Zuffenhausen. There he died from natutal causes in December 1945.
