Franz Richter was originally trained as a belt maker. From 1922 to 1924 he was an active member of the SA, the paramilitary combat organization of the NSDAP. From 1924 to 1926 he lived in Greece and Turkey. In 1930 he joined the NSDAP. In 1934 he was hurt by a firecracker explosion. He was arrested in 1935, aquitted of crimes with explosives, but sentenced to four months for posession of a false passport.

In 1937 he was appointed deputy Gauleiter for the NSDAP and in 1938 he became the Gauleiter of Vienna. He joined Austria's Reichstag as well. In 1940 he became a trustee of the Wiener Städtische Wechselseitiger Versicherungsanstalt. He removed Jews from a shoe factory in Moravia that he directed until 1945. He held his position of Gauleiter until 1945. After the war ended he hid himself on a farm. He was arrested and imprisoned in the Rossauer Kaserne. In 1947 he escaped and in 1954 his assets were confiscated. He died in 1973 in Munich.
