Son of the banker Theodore Baltazzi and Eliza Sarell. He was an uncle of Mary Vetsera of Mayerlin fame. After his parents died he was raised in England. He was very successful as a jockey in several European countries and was a founding member of the Jockey Club in Vienna. For many years he moved in the same circles as the empress Elisabeth and the Prince of Wales.

In 1874 he married Anna Ugarte. From his affair with Clementine Krauss a son, Clemens, was born in 1893. Clemens would become musical director at several operas.
