The Neo-Baroque sculptor Viktor Tilgner was born in Pressburg (now Bratislava). His father was captain Carl Tilgner. The family moved to Vienna when he was still small. The sculptor Franz Schönthaler recognized his talent and became his first teacher. After entered the Academy of Fine Arts in Vienna, he studied under Franz Bauer and Josef Gasser. In 1868 he created a bust of Bellini that is in the Vienna State Opera. In 1873 he met the French Gustave Deloye in Vienna. Deloye introduced him to the Neo-Baroque style that he adapted. His work was also by Hans Makart and in 1874 he travelled in Italy with Makart. He was also in contact with Johann Strauss (the younger) and with the artists around Karl Graf Lanckoronski. Tilgner made sculptures for the Neue Hofburg and the Hermesvilla. He also created fountains and funerary monuments. For over twenty years up to his death, he had a large studio in a former greenhouse wing of the Palais Schwarzenberg. He had suffered from heart problems for a while, and five days before his Mozart monument was unveiled at the Albrechtsplatz he died from a heart attack in 1896. This monument is his best-known work, and it was transferred to the Burggarten in 1953. His bust of Hans Makart, now at the Stadtpark in Vienna, was almost finished and his former pupil Fritz Zerrisch completed it. Tilgner's wife was the actress Marianne Wellenau (1850-1902). After her death she was buried with him at the Zentralfriedhof in Vienna.
