Prince Hoare was the son of the painter William Hoare (c1707-1792). He studied art from an early age and his father arranged for him to be trained in Rome. He became a well-known painter of portraits and of historical scenes. His sister Mary Hoare (1744-1820) was a painter as well. He also wrote twenty plays, including "The Three and the Deuce" (1795) and "Indiscretion".

As an art critic, he published "Inquiry into the Requisite Cultivation and Present State of the Arts of Design in England" in 1806. In 1820 he published "Memoirs of Granville Sharp: With Observations on Mr. Sharp's biblical Criticisms by the r. r. the lord bishop of St. David's". Hoare was a member of the Royal Society of Literature and Foreign Secretary of the Royal Academy.
