François Gabriel Simon was the son of Louis Simon (1735-1795) and his wife Barbe Marsal (d.1819). He was a banker in Metz and also the president of the Chambre de commerce of Moselle. From 1818 to 1830 he was de deputy for Metz. After voting against 'l'adresse des 221' in 1830 he wasn't re-elected in June 1830. He was a Chevalier de la Légion d'honneur.

His son Henry Christophe Simon (1793-1850) was a banker as well. He was buried at the Cimetière de l'Est in Metz and the medal on his monument was created by F. Derre.
