Gustav von Struve was the son of Anton Sebastian von Struve, a diplomat who represented Russia at the Parliament in Regensburg. the diplomat and mineralogist Heinrich von Struve was his brother. He was educated from 1777 to 1780 at the Karlsakademie in Stuttgart and at Erlangen University. In 1782 he was engaged by the Russian embassy in Warsaw. There he worked for eight years under Graf Stackelberg.

In 1790 he joined his father in Regensburg. In 1798 he was promoted to Hofrat and in 1799 he joined the Russian embassy in Munich. He worked for a while in Holland in 1808 before he was stationed in Stuttgart in 1809. After missions in Germany and Austria he returned to Stuttgart in 1815. In 1817 he became russian envoy to Karlsruhe and he held this position until his death in 1828.
