Jean Jules Allasseur wasa the son of Pierre Allasseur from Noisy-le-Sec, Seine-Saint-Denis. He studied at the École des beaux-arts in Paris under David d'Angers. Allaseur created sculpted portrais, allegories and decorative sculptures. He received several official commissions during the Second Empire.

His statue of François de Malherbe from 1853 is at the Louvre in Paris and his statue of Jean-Philippe Rameau is at the Palais Garnier, also in Paris. In 1867 he received the Légion d'honneur. He had a studio in the Montmartre area and after his death in 1903 he was buried in the Montmartre cemetery.
