Paul Dalloz was the son of the lawyer and politician Désiré Dalloz (1795-1869). After Louis Napoleon Bonaparte's coup of 2 December 1851 Salloz became the director of the Moniteur universelle together with Jules Turgan. In 1864 he started the Moniteur universel du soir, a cheap political journal. In 1871 he married the dancer Adeleline Plunkett.
