Cecilia Gore was born around 1789. She was the daughter of Athur Gore, 2nd Earl of Arran. Her mother was Elizabeth, born Underwood. In 1825 she married Sir George Buggin, a lawyer from London. They had no children and her husband died on 12 April 1825. In 1831 she married the sixth son of George III, Augustus Frederick, Duke of Sussex, at Great Cumberland Place in London. They lived at Kensington Palace in London. But the marriage was unlawful because he had failed to ask the permission of the King. Cecilia took her mother's name, Underwood. She was not allowed to participate in Royal events until Queen Victoria created her Duchess of Inverness. In 1843 her husband died and he was buried at Kensal Green Cemetery.
