Walthère Frère studied in Liège and at the sorbonne in Paris. In 1832 he obtained his doctorate in law from the University of Leuven. He started working a lawyer in Liège. After he married a daughter of the industrialist Henri Orban-Rossius, he added Orban to the family name. In 1840 he became a liberal member of the municipal council in Liège. In 1846 he founded the Liberal Party in Belgium, and he was its leader during the 1870s. In 1847 he was elected to the Chamber of Representatives of Belgium for the distric of Liège. He kept his seat until 1894. From August 1847 to July 1848, he was Minister of Public works and from 1848 to 1852 Minister of Finance, both in Charles Rogier's first govenment. From 1857 to 1870 he was again Minister of Finance. After he abolished the right of patent in 1860 citizens no longer had to pay toll when they entered cities and cities could expand freely now outside their city walls. In 1861 he was appointed Minister of State. In 1868 he became Prime Minister of Belgium. He held his post until June 1870. After that he was the leader of the opposition until the liberals regained power in 1878. He was Prime Minister again from 1878 to 1884. In 1894 he finally lost his seat in parliament.
