William Lygon Pakenham was the second son of Thomas Pakenham,2nd Earl of Longford. His mother was Georgiana Lygon, the daughter of William Lygon, 1st Earl Beauchamp. William was educated at Winchester College and joined the army in 1837. He served during the Crimean War and the Indian Rebellion. In 1858 he was promoted to Adjutant-General. In 1860 his elder brother died and he became the 4th Earl of Longford. In 1862 he married Selina Rice-Trevor, the daughter of George Rice-Trevor, 4th Baron Dynevor.

He was a member of the House of Lords and from 1866 to 1868 he was Under-Secretary of State for War. He had several more official functions. After his death in 1887 in London he was succeeded by his son Thomas, who became the 5th Earl.
