Gaetano Gandalfi was born near Bologna into a family of artists. The painter Ubaldo Gandolfi (1728-1781) was his brother, his son Mauro (1764-1834) was a painter as well and Mauro's son Democrito (1797-1874) was a sculptor. At the Accademia Clementina in Bologna he was taught by Felice Torelli and Ercole Lelli and he won several prizes for figure drawing and sculpture. The work of Giovanni Tiepola was a main influence for him after he was able to study them in 1760 in Venice. He also travelled to England.

After his return to Bologna he painted frescoes and canvases for churches and convents in Bologna, like "Wedding at Cana" (1775) for the convent of the regular Canons of San Salvatore in Bologna. His painting "Allegory of Justice" is now at the Louvre in Paris. He died in 1802 in Bologna.
