Alberto Aquilera was a member of the Liberal Party in Spain when he was elected into Congress for the Granada district. During the regency of Maria Christina of Austria he was Minister of Foreign Affairs for half a year in 1894.

In 1901 he became mayor of Madrid and he was re-elected several times. His mayorship was important to the development of the city because of the creation of several important buildings. Among them was the Hospital de Maudes (1908).
