Carl Ludwig von Bar was born in Hanover as the son of the general secretary for the financial affairs of the kingdom. He studied law in Göttingen from 1853 onwards and also occupied himself with mathematics, history and philosophy. In 1854 he studied in Berlin for a year. He was promoted when he was 21 years and afterwards he published on criminal law, advocating more humane procedures during trials. In 1863 he was engaged as court assessor at the Higher Court in Göttingen.

In 1866 he moved to the University of Rostock and in 1868 to Breslau. He stayed there until he obtained a professorship in Göttingen in 1879. There he worked for 30 years and he was rector in 1895/1896. He was elected into the Institut de Droit international in 1875. In 1882 he published "Die Geschichte des deutschen Strafrechts und der Strafrechtstheorien". In 1890 he was elected into the Reichstag for Rostock and he was a member until 1893. He died in 1913 in Folkestone but he was buried in Göttingen.
