Hans Ehard was born in Bamberg as the son of a local official, August Ehard. In 1916 he married Annelore Maex. He studied law in Munich and Würzburg and in 1919 he was engaged as public prosecuter for the Bavarian Ministry of Justice. He prosecuted Hitler and Ludendorff after their failed attempt to seize power in 1923. In 1933 he became the president of the Oberlandesgericht in Bavaria. He held this position during the nazi ere but he wasn't politically active.

In 1946 he was elected Minister President of the Bavaria. In 1954 he stepped down and until 1960 he was the President of the Bavarian Landtag. His wife died in 1957 and in 1960 he married Sieglinde Odörfer. From early in 1960 until the end of 1962 he was once more in office as Minister President. Between 1962 and 1966 he served as Minister of Justice in Bavaria.
