Son of Alexander, Graf von Arco. He studied with Adolf Staby at the Technischen Hochschule in Charlottenburg (now Berlin). In 1890 he became an officer in the army, but after three years he returned to the Technischen Hochschule. Together with Staby he conducted important research in the field of radiotelegraphy.

From 1903 until 1930 he was Technical Director of the Telefunken company. In 1923 he was one of the fouding members of the Gesellschaft der Freunde des Neuen Rußland (Society of Friends of New Russia). In 1930 he retired.
